While it's reasonable to suspect a chunk of that could be multiple accounts owned by the same person, it's unreasonable to suspect that Star Citizen, a niche space sim game in a market dominated by yearly releases of Assassin's Creed and Call of Duty, would double its player base by being on Steam. This is incredibly important for a crowdfunding venture. For that reason alone it is unlikely that a game which has as large of a player base as Star Citizen will be added to Steam because Cloud Imperium Games, Chris Roberts in particular, prefers all funds that come from selling the game to be put straight into developing it. There are multiple reasons for this, but the biggest one is that Valve takes a percentage of every transaction from when a game is sold, similar to box stores selling games.
